asp.net core - Error on Publish in VS 2019 - .net new tool-manifest VS 2019 (16.8.3)

Question

I'm trying to publish an application (.net core 2.2) from within visual studio 2019. I recently updated to version 16.8.3 . But I get an error in the Entity Framework Migrations settings:

I'm not sure what the error means but I have been unable to deploy the published files on our remote server. i get an error An error occurred while starting the application. Has any one encountered this ?
