Error while establishing a FTP connection

Question

When I am trying to establish a FTP connection using below command via port 990 I'm getting the error: 530 Not logged in, need secure connection

FTP RMTSYS(*INTNETADR) INTNETADR(IP) SECCNN(*NONE)

But the same command works when SECCNN is made to *SSL

However, we have another server which works even without specifying *NONE for SECCNN
